I want to apply for USFCA, the University of San Francisco. I myself am an American citizen, and have finished elementary and middle school in San Francisco. I moved to Russia though and finished high school there. Now I plan to move back to San Francisco, but I'm not sure who I should apply as to the uni : as an international student, or as a freshmen?
I wrote to the uni but they have not yet answered me. I plan to call them, but if anyone perhaps can give advice on my dilemma.</p>

<p>I was told though by an advisor at the American Center here in Moscow that I would considered as an international applicant, despite the fact that I have American citizenship. This is why I am wondering which I will really be considered as.</p>
<p>No one with citizenship or Permanent Resident status should be evaluted in the much harsher International pool. Obvioulsly, they need to scrutinized your transcript differently but I’m pretty sure your advisor there is mistaken.</p>

<p>You are a US student for financial aid purposes. This is a good thing.</p>
<p>However, because you have finished high school outside the US, your school records will probably be evaluated by the admissions officer who is most expert on the country where you live now. That is what the advisor you spoke with meant.</p>
