International&Formal Exchange student-Trouble with Rec letters

Hi, so as the title says, my situation is a little complicated, and I'm going to try my best to clarify it in order to get the help I need, please bear with me, and please please help me the best you can. I know it's too much information, but I tried to organize it, and if it's still confusing, please try to just get the overall problem and give me at least general advice. I would really appreciate it, REALLY!

I'm an international high school senior applying to universities in the US, my ED choice is UPenn but my question concerns all universities I'm applying to

Last year, I was an exchange student (student ambassador) in the US, and studied there for a year in an American high school

In The Common App, I included the American school as one of the schools I attended in high school (I was a senior there), and I asked my American guidance counselor to send my transcripts to my current guidance counselor

My current guidance counselor is actually my english teacher, because we don't have a guidance counselor at my school, and he's the only teacher I know who would know how to handle this stuff, and is willing to help

Recap: My guidance counselor is my English teacher --> he will be submitting a recommendantion letter as a counselor, not as a teacher

Now, I want my American guidance counselor to still submit a recommendation letter...
So, QUESTION 1: Can he submit a rec letter as one of the 2 required TEACHERS rec letters even though he's not a teacher? Seen that my teacher is doing the opposite: submitting a RL as a counselor even though he's not a counselor

QUESTION 2: Can the second RL be from one of my American teachers? Or does at least one of them have to be from one of my current teachers? Again, let's not forget that my non-american teacher is already submitting a RL, but as a counselor

QUESTION 3: If one of the RLs is from my american counselor, and one from an american teacher, does the teacher have to be a science subject teacher? Or can it be for example: 1 RL from american counselor, 1RL from psychology teacher, and 1 counselor RL from English teacher? Is that weak?

QUESTION 4: If it's not a good idea to have my american counselor submit one of the teacher's RLs, can I ask him to submit one as an "extra" RL? (I really want him to recommend me) And if his RL is just an "extra", do the 2 teachers RLs have to be from one american and one non-american teacher? Science subject and other subject?

Please help with this dilemma, and thank you in advance!!
