problems with recom letters and the status

<p>hi guys!</p>

<p>i have just begun my college studies in my home country and i am planning to apply to some colleges in us but i have faced some problems</p>

<p>1.since i am a freshman in my country i don't know whether i will be transfer student or not?(i am planning to start as a first year but i don't know whether colleges allow me to do that or not?)</p>

<p>2.as i am not attending high school any more, i don't have contact with my previous teachers and counselor furthermore , the last year,when i was applying for a scholarship,my school principal refused to write and seal my rec letters ,claiming that it would make legal responsibility for him(i know it is stupid,but i tried for a month but without result)can colleges exempt me from this and if not, what would happen if i write them down myself ?how would they understand?(my English teacher ,last year,told me to write it myself and then he would confirm it )</p>
