International in US high school - reviewed by intntl officer or us regional officer?

If I am an international student who has gone to high school in US, will by application be viewed by an admissions officer in charge of the region of my school, or by an admissions officer who is responsible for international applications in general?

If you have a Permanent Resident card, then you’ll be evaluated w/domestic students. If not, then you’ll be in the more competitive International pool.

Does that mean I am compared with other internationals from my region? Because I know for that domestic applicants, they are all divided by region and there is an officer in charge in each region. Does my application go to that person, who will then compare me to other internationals from the area, or does it go to some international admissions division that is separate altogether from domestic admissions despite my location in the US?

You need to ask each college/university this question because they will have different ways of handling things.
