i'm applying to nyu as an undecided
the ir major requires you to apply at the end of freshman/sophomore yr- it's also an honors program
i think that's the only way you can get in- they don't accept freshmen or transfers

That happens so rarely as to be almost an impossibility. And, to be honest, it's very unlikely to happen for someone who has those kinds of stats and is planning on going to CC. Not that there's anything wrong with CC but come on, if your stats are that low in h/s, it's doubtful there's going to be a huge turnaround once you're in college. IR is an honors major which is very competitive and many qualified NYU students do not get accepted. It's good to have dreams and goals, but it's also good to be realistic.

I was just speaking in general. I was also a transfer student to NYU, and wanted to get into IR. I have already taken a number of courses at NYU with a high GPA. So, the Politics Department has been very happy to consider my application to the IR major just as though I were any other student.

I applied to transfer expressing interest in the IR major... I got into NYU, and at transfer orientation was given advising as to how to go about applying for IR. Since then, I've taken a couple of the required courses, submitted an application, and am currently waiting for the result. If I don't get into IR, I'll stick with Politics.
