International student admission questions, help!!

Hey there, so basically I'm an international student trying to apply to Michigan State University.
I was checking out the international admission site and came across the testing requirements.
International Application Instructions - Admission | Michigan State University Office of Admissions

It says I must take the TOEFL proficiency test and I'm also "encouraged" to submit the ACT/SAT score.

Can somebody clear this up? Should I or should I not take the SAT/ACT?

Help me out here, thanks a lot!!!

P.S. I know MSU does rolling admission, if I want to attend 2011 fall semester, will my chances dramatically decrease if I apply late December 2010?

Anyone? Any response will be appreciated

You should submit the SAT or ACT… You can definitely apply in late December, if you have the grades/test scores you can definitely still get in. People apply in March and still get in for fall semester…it wouldn’t dramatically decrease your chances at all. The one thing is - as an international student if you want to have any possiblity of scholarships (if you have the grades) you have to apply early (ie before november). As that window has already closed, I’d just focus on getting your app in soon and taking either the SAT or ACT (even though it is not required, I’d do it anyways).
