It says I must take the TOEFL proficiency test and I'm also "encouraged" to submit the ACT/SAT score.

Can somebody clear this up? Should I or should I not take the SAT/ACT?

Help me out here, thanks a lot!!!

P.S. I know MSU does rolling admission, if I want to attend 2011 fall semester, will my chances dramatically decrease if I apply late December 2010?

MSU does not require SAT or ACT from internationals. That is basically a rule from the past when there were countries where the tests were not available. I do not know if there are any countries like that anymore. If you can take the SAT or ACT, it is advisable that you do so and submit results because it will be used to determine admission and a decent score enhances your chances of admission.

With rolling admissions it is to your benefit top apply earflier rather than later. Those applying at the tail end face some risk of rejection from a program because the college may have already accepted as many as they are going to accept for the program. It is not a major risk but it can sometimes happen.
