If I’m a non-US citizen/permanent resident that can qualify for residency for tuition purposes, does that mean I will also count as an in-state student for admission purposes?
There may be states with exceptions, but the general answer is:No, it does not.
How would we be able to answer this without knowing your state, as this answer varies.
