<p>I have residency in North Carolina (living here more than 1 year, etc.) but am still considered an "international student" because my Permanent Residency is still processing.
I applied in-state for tuition purposes but will I be considered in-state for the quota that NC universities have to fill with NC students?
Or am I considered out of state or international for that?
I am just concerned about "chances" if I'm not in-state.</p>
<p>I would call the UNC admissions office and ask them.</p>
