International Students Transfer

Hello, I am a current community college international student with GPA of 4.0 . In my home country I enrolled to another institution and because of personal circumstances I was never able to attend any of the college classes but my registration was still running. So, basically I transferred with 0.0 gpa to a community college located in New York and want to transfer to a private university. However, I am aware that my past transcript will follow me wherever I go. I wanted to ask what if I do not provide my past transcript from my home country. Is there any law suit or anything like that. Or should I just try to explain my past circumstances.

If you were just enrolled (for social security, NEED, or other administrative requirement) and didn’t take classes, typically no you wouldn’t submit that “transcript”. If you did attend class and took exams, then yes you must submit the transcript.

Yes, that’s how exactly it was.However, because payment was per credits and it was mandatory to pick our classes some of the professors managed to give F instead of W or WF’s that’s my concern.

Before you cause yourself a huge problem, contact each of the colleges and universities that you are interested in, and verify their specific policies about this. Get everything in writing. The norm in the US is that all transcripts are submitted, no matter how old, no matter how bad, no matter where in the world they are from. An old ugly foreign transcript for which there is a good explanation will not automatically be a barrier to admission.

^ the issue is that in other countries kids out of high school may be required to register (so they’re not on unemployment rolls, so that they continue having health insurance…) and aren’t expected to attend class (in fact courses expect half of them not to show up and are scheduled in classrooms that reflect that). These students may be marked “enrolled” for the administration and may or may not receive Fs (which don’t matter to the admin since they just want the registration) …Fs which do not reflect any academic level.
If the student attended class and took exams, then got Fs, US colleges want to know it.
US colleges aren’t interested in whatever Foreign countries do with unemployment/university enrollment number manipulation, this wouldn’t expect those transcripts.
Note that students registered but not real students typically something else so OP would need something for that time (helping parents in shop, volunteering, etc)

Interesting information @MYOS1634 ! How aware are US institutions of this practice?

I assume they are aware of it but don’t have time to parse these things - they have 5-10mn max to read the application at private colleges, and at large public universities it’s often divided into chunks, kind of like an assembly line.
