International Transcripts and Recommendation Letters

I’m an international student and I’m applying this fall to Harvard. If my school principal can’t write a recommendation in English, can my English teacher translate the principal’s recommendation to English and then my principal submit the translated version online via the common app?
Same thing with transcripts, can the principal submit the translated transcripts along with the original ones online via the common app?

Translated materials

If you wish to provide translations of the recommendations submitted on your behalf, please note:

All translations must include the name of the translator
A copy of the original (untranslated) reports should accompany the translation

I assume the same would hold for transcripts, unless they require the WES or something. You can email and ask.
