International transfer applicant with only one semester completed (<20 credits)

I am thinking of applying to University of Illinois at Urbana Champaign as a transfer applicant from a country in Asia. I have US citizenship by birth. I have not actually lived there. I have just completed my first semester at my current university which is the best engineering university in the country. I am interested in applying regardless of how many credits gets transferred. I would have preferred to apply as a freshman but since I am already attending the university I cant as it says so on their website. It says that I need to send my SAT scores and they will be evaluated. My SAT scores are Math-780, CR-600. The biggest problem I have is I have poor CGPA (just less than 3.5/4) at the university. I do not like the system of study (all u need to do is memorize which I never did much of) here and I had a big injury that required surgery on my knee that affected my studies. Do I stand any chance of admission (scholarship is not absolutely necessary)? I finished my High School in June 2012. I had good O/A Level grades under CIE (Cambridge). 8A* in O Levels and 3A* (90%<) in A Levels. Some decent awards like participant of International Olympiad Training Camp after getting selected in Divisionals and Nationals and a couple of international awards as well. For extra-curriculars i was in my high school soccer team, house captain during inter-house competitions (leadership- announced as best captain but i dont have any award/certificate for that), community service, acing intra-school athletics.
