I heard some parents talk about how permanent residents (Green Card) holders are treated as international students in the college application process and I’m just wondering if that’s true. Does that mean that it is harder for Green Card holders to get into top schools?

It depends on where you live. For pubic university purposes, you will be considered as out-of-state (can anyone confirm this though?).
No, green card holders are considered like American citizens for admission and financial aid, UNLESS they’re applying to a public university and don’t have a state residency, in which case they’re treated along with OOS domestic applicants, NOT with internationals.
If you live abroad, that’s another situation.
