@MYOS1634, I can’t say for sure, but there are maybe around 2000 applicants and only 35 get accepted each year.
It’s a full scholarship. I don’t know the exact amount , but it covered all my expenses(travels , health insurance, monthly allowance etc.)
For the community service, I have an award from the US Dept. of State, which says something like “Certificate for outstanding volunteer service” awarded to *****.

what matters here is that it’s from the US Dept. of State!!!
Wow.
You’d have to elaborate on what you did to justify the award (translate, accompany, pilot, orient, work as “fixer”, recoinaitre, teach…)

Try to find out what the amount equivalent would be. Since it covered everything, it ought to be a good amount. Even if you don’t actually receive the money, it’s still a huge honor (and it’s like for college: they don’t give you the scholarship money, it’s given to the relevant institutions/services). If it was with Rotary or similar, do include the name of it.

I think many Universities with easy merit scholarship(by that, I mean having enough scores and GPA automatically gives you scholarship) considers SAT math+critical. But 21 ACT is VERY far from the minumum requirement.

Also, Howard University is a historically black university, so you won’t see people with your race unless you yourself are a black student. It’s also overwhelmingly female-populated. If the diversity doesn’t matter, you shouldn’t have much problem.
