Can you take economics as a freshman at sbu? If so, what are the requirements and how hard are they to reach?

In short, not usually, but it’s certainly possible. ECO 108 requires at least a semester of calc under your belt already. If you’re coming in with AP or college calc credit, and the course still has space, then yes.
