On a quick look it appears the 33 may be slightly better.
They are about the same. What is critical is the distribution of section scores.
33 is a bit better.

According to the latest percentile chart from CB and ACT, both ACT 33 and SAT 1470 are at 98th percentile. Indeed, 1470 is at the high end of 98%. Don’t rely on the so called “concordance table” as it is subject to be changed. It has not been accepted by ACT as there were no data support. When the two composite test scores are comparable in percentile, the distribution of section scores are crucial. Nevertheless, each school would look at the section scores differently. There is no universal conversion between the two test scores. If you can afford it, submit both scores and let the school picks.
