<p>No. The less paperwork the adcoms have to read, the less grouchy they’ll be. Since you’re submitting the app online or by mail, I don’t see how a cover letter would be necessary since the resume is attached to the rest of your application. And you wouldn’t really have anything to say either. Dear adcom, here is my resume. The end. I think it’s pretty superfluous.</p>
