I’ve searched the bus routes of Binghamton. There is no bus from the transportation center to Binghamton University
Depends what you mean by “isolated”. The university is on Vestal parkway in Vestal, a humongously busy shopping street in a suburb of Binghamton. Vestal parkway has every imaginable chain store and big box store along it, there is tons of traffic passing by. People live in Vestal too. There are private houses in the streets surrounding and near the university. But by some people’s standards, all of the Binghamton metro area can be considered “isolated”. In that there is no huge city right near it.
There are lots of suburban areas, everywhere, that are not “isolated”, but are not well served by public transportation. Most suburban residents use cars.
According to this page :

four different bus routes depart at the Greater Binghamton Transportation Center and stop at Binghamton University.
OCC transport has a number of routes. I don’t see one that goes to the Transportation Center by name, but maybe some of those stops are close.

There are also cabs. Or, for current students,. asking friends with cars to pick them up.
What do you mean transportation center- the bus place downtown where Greyhound etc comes in? There are multiple buses that run from there to campus- like monydad said, BC Transit and the blue buses both have routes. It’s also a ten dollar cab ride.
