Is Chancellor's Reception Invite letter indicative of a potential invite into UCSB Honors?

I’m in-state and got the letter. Very excited! Hoping to get into Honors program at UCSB.

From what I have heard, not 100%. My brother got the invite to the chancellor’s reception and later found out that he got into UCSB honors. Yet, another friend of his that was invited to the reception did not get into the honors college. So I would say that being invited means that you have a higher chance of acceptance to the honors college, yet it is not a definite admission statement.
