Is Feb 1 too late to apply for CS at OSU?

My DS is an out of state student looking to apply for CS & Engineering at OSU. He did not apply by Nov 1 and is considering the Feb 1 deadline. Given the strong recommendation to apply by Nov 1, I am wondering if it’s even worth applying or is it too late now?

EA does help in admission to Engineering at OSU, but it’s still worth applying, unless the cost of the application is prohibitive, or if you are looking to cull a very long list of colleges.
