is it cheaper to transfer or go straight from highschool

I have no idea what the email said, since that link didn’t work. But, as a rule, the most generous merit scholarships offered by the colleges themselves are available to incoming freshmen only. Transfer students are out of luck. So if you need generous merit aid to be able to afford college, transferring is not a good plan.

Not knowing which “unofficial grants and scholarships” are referred to, it is hard to say. Most of that money could be CA state grant money that any state resident with a certain financial need is eligible for. It would be best to contact UCSB and ask them.
