Is it okay to send out Part I of the TRANSFER Appliation?

<p>I wanted to know if it is okay to send out Part I of the TRANSFER application now even though on the top it says the deadline is Feb15-March15. Thanks!</p>

YES you can. The deadline you specified above is only for Part II.</p>
