Is it possible to "Switch" majors in a 4-year if a 2-year doesn't offer what I originally wanted?

A bit of background first: I have been in foster care for three years, and during these three years, it has become my dream to one day work with children in foster care such as myself. Since I am in foster care, I am eligible to receive financial aid for up to twelve semesters.

I have decided to start classes at my local community college. I have taken all the necessary testing and steps in order to enroll in classes, however, the college does not offer the major I am looking for (Social Work)

As of right now, I have two majors declared: “General Studies AGS” and “American Sign Language Studies.” If I were to drop the General Studies and focus on ASL during my two years at this college, would I be able to change my major to Social Work if I switched into a four year?

Not declaring a major isn’t an option for me, otherwise I am not eligible for financial aid.

Yes, but it may take you longer than four years to graduate since you wouldn’t have all the prerequisite work.

American Sign Language would be useful for a social worker to have.
