How is NYU's language program (specifically Japanese)? Is it good enough to spend 4 years studying it at NYU? What about the Neuroscience program?

Well, for starters the NYU study abroad programs are excellent. It's a great way to immerse yourself in a language (don't know if there's a program in Japan, though). There is also a language extracurricular called "NYU Speaking Freely," that's personally recommended by the cyber dean.

The Asian language classes (Mandarin, Cantonese, Japanese, Korean) have a high percentage of native speakers in them, so from a grading perspective, it can be challenging if you're not a native speaker. Overall, the quality of instruction is quite good, but there's certainly some variance due to the professor.

if you're thinking about studying Japanese abroad,
Chicago is waaaaay better than NYU..
while Chicago sends its students to Waseda and Kyoto Center for Japanese Studies(which is ran by Columbia) NYU sends to some unknown Japanese university :(
