So I effed up this semester and dropped to a 2.3. I know. I'm retaking the classes in the fall so that I can bring my gpa up, but is the 2.4 requirement for when I'm applying or for the spring before I transfer with the 60 semester units completed? Thanks for any help in advance.

Where do you plan on applying with a 2.4?

Your “final” GPA that schools see during the application process would be Fall 2013. Your Spring 2014 GPA would simply need to meet the provisions that the school/s that accepted you required.
If I were in your shoes, I would wait another year and apply Fall 2014. Are you IGETC certified, or will you have completed the GE pattern for the school/s you are looking at? What about finishing prereqs? If not, it would be a great opportunity to knock off those classes while raising your GPA.
I know that retaking classes easily can push a GPA up .1 per class in some cases, but perhaps you could make a list of classes you need to take (if applicable), set up a reasonable courseload, and see if you would be able to have at least a 3.0 GPA by the end of Fall 2014.
If you are truly set on applying this Fall, perhaps broaden your options to other schools as well. I have not spent all that much time on this forum, but I have seen students in the 2.7-2.9 GPA range admitted to a few UC’s. Generally speaking, many students are applying with much higher GPA’s, and you want to make yourself as a competitive applicant as you could be.

If the “2.4 [GPA] requirement” statement is from a prospective university’s admissions website/brochure, then it’s the minimum cumulative GPA required at the end of the Spring Semester of your transfer application year.

Merced has accepted a handful of students below 2.4. My counselor told me that they announced this at some conference he went to. UCR often admits high 2 GPAs

Merced mostly accepts Freshmen though, they’re really hard on transfers.
