Is the SOAR program at the u of wisconsin-madison only eligible for admitted students

<p>ive been checking my uw account for a few days now and previously the SOAR box would say that my application was still under review so i could not register but now the box is open to register. When i click it, it says "Congrats on your admission!, etc" but when i click my student center is hasnt given me a decision yet. does this mean anything? i hope its a possible hint at admission.</p>
