Is it a required statement?

Yes it is.
I had to file one after everything was already in.

You must either submit your (the student’s) 2009 tax return or, if you do not file taxes, the non-filer’s form.

This in additon to the parent 2009 tax return. If your parents don’t file taxes, they also must fill out a non-filer’s form.

By the way, I sent in my parents’ W-2 forms and tax return form to them last week, but on my status it only says that the tax return has been received, not the W-2 form. Do I have send them the W-2 form again?

Did you earn any money in 2009 and receive W-2s? (In other words: do you not have a W-2 because you did not earn any money, or do you not have it because your employer hasn’t issued it yet?)

If you did not work and do not have a W-2, enter $0 and attach nothing.

If you did work but have not yet received your W-2, enter the $ amount and attach a copy of your last 12/2009 paystub with a note saying you did not receive a W-2.
