<p>Im Asian, so no. I am not going through Match, I am doing ED for Penn, this is sort of a backup plan. </p>

<p>If you want Penn State, Abington campus is supposed to be 15 min from Philly. They have a general engineering program, you do 2 yrs at Abington and 2 yr at Great Valley. Tuition is about $14,000.
They have an open house Aug 7th.</p>

<p>Tuition is $14,000 with pell and state grant you should only have a shortage of $4,000, you might get work study or take out a federal student loan of up to $5,500.You would be commuting so no money for room and board.</p>
<p>Most of these other schools you listed require you to be accepted and get enough need based aid.
Some are also pretty far away, so travel costs will be higher.</p>
