Is this good or bad?

So I got the supplementary questionnaire (the one which asks for first sem grades, a letter of rec, does your school offer opportunities, what have you done to help your school/community?, etc) So I filled it out and I was rather nervous when I found out it was the "borderline" one. However, about two days later I received an email offering me to apply for a UCB scholarship. The email said it has no affects on admissions, but my teacher who has had many students go to UCB in the past, told me there is a decent chance that email means I'm in.

Does it mean anything?

Thanks!

If the scholarship email you got was the alumni _____ scholarship, then no. EVERYONE gets those emails. If the scholarship email was the regent’s/chancellor’s scholarship, then you’re in (but I don’t think they send those out this early).

I just went through training for chairing a Leadership Award district. The invitation email went out to all applicants who checked “ok to share information with outside scholarships” and have a 3.3+ GPA.
