IU Bloomington Global Engagement Scholarship? Received it but not eligible?

I got this:

"Congratulations on your admission to Indiana University Bloomington for fall 2020. I am pleased to inform you that, based on your outstanding academic achievement, you have been awarded the Global Engagement Scholarship in the amount of $ over four years ($ per academic year).

This scholarship is offered exclusively to high-achieving international students admitted to Indiana University Bloomington. It is available for up to four years of undergraduate study at IU Bloomington (eight semesters of total use). To be eligible for renewal, you must:

Remain enrolled full time (12 or more credit hours).
Maintain a cumulative program GPA of 3.0 or higher.
Maintain non-immigrant student status (F-1 or J-1). (Permanent residents are not eligible for this scholarship.)"

I have a different non-immigrant student status, and I am not an exchange student either.
Is this scholarship for people who are traveling from another country just to go to IU Bloomington?
Anyone else get this but was not eligible?

Congratulations.

Now call the phone number on the letter and tell them that you have X visa and you want to confirm that you are eligible. F-1 & J-1 are just the most common. If yours is different non-immigrant one it should be fine. Guess who knows the answer? the people who wrote you the letter.
