Hello, I am a California native currently enrolled as an out of state student at a four year state-level university in Washington state. In short, I did not succeed in high school, but since then I have "improved". I was wondering if anyone could chance me, since I don't know exactly what the UC's will tell me.

Preliminaries:
-I meet all credit guidelines for the UC system
-I have met all the preliminary course requirements for entering as a junior transfer
**Both of these statements have been confirmed by a admissions officer at the UC Berkeley campus

Academics:
-Intended Major: Political Science/International Relations
-Cumulative GPA: 3.54
-Most recent quarter GPA: 3.8
-Two-time Deans List member

Extra-Curriculars and Accomplishments: *Since the beginning of my collegiate freshman year
-Jobs: Camp Counselor, Data Clerk, Campaign Intern for a Congressional Re-election Campaign, Student Journalist, Producer for a Student-Run International Relations Podcast/Radio Show
-Volunteering: Six weeks in a rural Himalayan region (a small valley nestled in the Jammu Kashmir region) for the initial purposes of building sustainable water structures --> turned into a personal initiative which involved the creation of a non-biased report on an ongoing Buddhist-Muslim conflict in the valley in which I was living (I mentioned this in my essay as well, but the report is a one of a kind document in that since the problem is so small in the grand scheme of ethnic relations in the J+K state, it has not be extensively written upon. I further plan to publish and send it to the local authorities in the Jammu and Kashmir when it has been thoroughly edited by a professional editor)
-Side Activities: Published author of a policy piece regarding the conflict in the South China Sea, Most Outstanding Delegate at the National Model UN Conference in NY, Distinguished Delegate at the North West Model United Nations Conference in Seattle

My strategy was to use my extracurriculars and accomplishments, as well as their influence on my application essay to help balance out what I consider a failure in my GPA. I was wondering, that with all of this in mind, what are my chances? And what is your advice?
