Lacking ACT But Low Class Rank

I've applied to the University of Minnesota Twin Cities for a major in physics and a minor in computer science. Both of those areas I've taken as high as my high school offers and I've got A's all the way through. I took the hardest schedule I could put together last year (2 AP and 2 honors 7 classes total). I passed the AP U.S. History test with a 4 and this year I took a slightly more difficult schedule (3 AP 2 honors 7 classes total). I've taken four years of Spanish and I ran cross-country for three years. My grades show a steady increase however last semester last year I had 3 B's but the rest were A's. I've taken the highest my high school offers in Math, Chemistry, Biology and Physics. My weighted GPA right now is a 3.99 I believe. My class rank is like 21 of 428. My concern is my ACT score. I got a 29 in Math a 28 in English a 21 Reading and a 20 Science for a composite of 25. My essay was a 24.

That's what I'm worried about because according to statistics from last year, the students admitted to the U of M Institute of Technology with ACT scores between 24-27 is only 25%.

I really don't know my chances of getting into this school and I'm really anxious. Anyone think they can give me a good estimate?

Thanks,

You have a low class rank? Top 5% doesn't sound low to me. = /
Your ACT is somewhat lacking however. If you'd applied right now, you'd probably get into UM, but not to the IT college. Applying early is best since I've heard students with 30 ACT's and top 10% get rejected from UM when they applied about a month before the deadline.
Just try to retake the ACT and aim for a score of around a 29 and send the score ASAP when you apply.

wait what do you mean by low? I mean low like it's a good thing are you saying that's a good class rank or bad?

Lol. I thought you meant low as in bad... Haha. Should have just said great class rank instead. :3

Ok there's something I'm confused about. I did apply way back in July and I'm awaiting their answer right now. But both my major and my minor are in the institute of technology. Does that mean they might not let me in because I don't have good enough stats for that institute? Or does it mean they'll let me in so I can take generals at the U of M and then apply to get into the institute of technology?
