The deadlines for all of the schools I applied to was at the end of December, and I was able to get everything in on time; however, I regret not asking my Senator with whom I have a close relationship to write me a letter. She expressed to me that she would be more than willing to submit one to all of my schools, but I fear that it is too late. Her letter would most definitely bolster my application and strengthen my chances of admission. Would I be penalized for her letter being sent nearly a month late? Should I just not have her send it? Would colleges be understanding?

The deadlines apply to you - not your recommenders, so the fact that a letter of rec shows up late is not a problem. That said, a letter from a Senator is not, by itself, going to help you. It’s nice that you have a close relationship but no school admits someone because someone important likes them. It would be different if you were a development admit - someone whose parents make a lot of money or are very famous - but frankly, I’d save my bullets. Use the Senator’s help when you are looking for an internship in her office or as an intern on a committee that she is chairing.
Generally regular decision schools give until mid-late February for submitting supplemental materials. You’d have to check with each school individually.
