Looking to transfer somewhere, help with choosing Uni?

Alright, so my wife and I are looking to transfer somewhere to go and finish our bachelors degree. We need some help picking out some universities to apply to as we genuinely don’t have much of a clue.

Here are some preferences of ours.
-Applying for Fall of 2017
-We are from Cali and do want to go out of state.
-We HATE the heat and love the rain/snow/cold/cloudy whether.
-NOT hard to get into. I have about a 3.0 with 45 semester units completed currently and will be completing more by end of this year.
-Wife has about a 2.9 with 37 units but most of those units were remedial type classes (below college level math and english) she is now taking college level math and english (calculus and college lit).
-Moving out of country would be pretty cool…canada cheap at all? :smiley:
It also needs to be affordable for us. Our income is below 12k a year and we will end up taking out loans, but less loans the better.

I appreciate any and all advice or suggestions.

I would also like to add that we already have plans to apply to UAF (University of Alaska at Fairbanks)

OOS University of Alaska–Fairbanks is around 20K for tuition alone.

I don’t think Canada is cheap unless you are a Canadian citizen.

I believe all of the colleges on that list are between the longitudes of NM/MT and MS/WI.

Luckily at UAF they said we qualified for a 150% of tuition rate due to WUE. Where if you are a resident of a western state you get special tuition pricing at certain schools (including UAF) So the tuition is something more like 10k a year.

We are hoping to not take out more than 20k loans per year for all expenses including housing and tuition. Considering we qualify for Pell grant that is another 5k each of us we get per year to help so total cost for tuition+fees+housing I am hoping to not exceed 15k a year for each of us. We only have 5k saved for emergencies. Since we will be living together I hope we can save a significant amount of money on food and housing.
