What are my chances at :
CSUF, CSULB, UCR, or any UC?
You perhaps better to concentrate on CSs. May be small chance with UCR depending on your actual UC GPA ?
Yes I know I should, but reading these threads with lowest gpa’s and scores being accepted to UC’s give me some hope haha. I do plan to retake both SAT and ACT. I think UC gpa is indeed 3.05.
How much can an amazing personal statement help?
You should definitely apply to UCR. With some improvement in your scores and an amazing statement, it is well possible!
May we presume that you are a CA resident? If so, you might have a shot at Merced and Riverside is a reach. If you are not a CA resident, then you are ineligible for admission to any UC.

I was top 5 in hours accumulated with 55 for my service club if that helps in some way.
An issue you haven’t considered is that when you attend a university, the speed and information presented is rapid. No one is going to tell you what to do, when to do it, how to do it and if you are missing any assignments.
You are on your own. The Syllabus is one indication of how you will be graded and given exams. Students work hard for the best information and grades. If you are not accustomed to that level of work and that degree of knowledge, you will not be equipped to handle four years of hard work.
My fear is that you will try your hardest to get into a university and then not be able to keep up with the pace. That’s why your grades and test scores are so telling.
As stated above, your GPA and SAT scores may indicate that you could potentially struggle and keep up in college. UCR is a Reach at this point with the average UC GPA of 3.78/SAT score of 1756 and ACT score of 25. Even for UCM, you are way below average in both GPA and SAT/ACT scores. CSULB and CSUF also seem out of Reach. If you are set on attending a UC or a more competitive CSU such as CSULB/CSUF, you need to bump up your test score significantly or consider attending a CCC for 2 years, prove you can handle college level work and then transfer.
CSU’s base their admissions on the eligibility index.
(CSU GPA x 800) + (SAT Math + CR) or (CSU GPA x200) + (ACT composite x10).
An competitive EI for CSULB is 3900 SAT/900 ACT
For CSUF, a competitive EI is 3800 SAT/850 ACT
You do have decent chances at several non-impacted campuses such as Monterey Bay, Channel Islands, Bakersfield. Stanislaus which may be good options if a CCC is not acceptable.
