Low GPA but high ACT score?

I was wondering if anyone can tell me what types of schools I can get into with a 3.5 UW gpa (around 3.9/4.0W)… but with a 34 on the ACT.
I have many ECs (clubs, volunteers, track/xc, internship, school volunteer - consistent as well) and have taken AP/Honors throughout high school.
I got all Bs freshman and B/A sophomore… junior year was really good though! So I have been improving.

So what do you guys think about these schools: USC, UCSB, Indiana University, U of Miami (FL), UVA, NYU, U Michigan, or anything else you think of.

IU-Bloomington: Safety
UCSB: Low match/Match (UCs discard freshman year)
UMI: Reach
USC: Match
U Miami: Match
UVA: High match
NYU: Match/High match

You want additional suggestions? For these we need at least prospective majors, budget, geographical preferences (you seem to prefer large schools)…

Consider possible applying to some more UC’s for good measure like UC Irvine, Davis, and San Diego.

Your admission possibilities are far greater if the classes you have taken are among the most rigorous in your school. If you do not have a substantial number of honors or AP classes, then I would consider NYU, UVA, USC, and Michigan to be reaches.
