Low GPA, but want to transfer to a good school any options?

Hello I am currently a student at a local Washington Community College trying to obtain my AA in Communications and to transfer to a four year University. I have a couple of questions about what I should do better especially to get accepted into a good University with a low GPA. Currently I am at a 35 credits and failed two classes, so need to replace my grade for both and currently have a 2.5 GPA which I am working to raise my GPA up. I am having financial problems which is hurting my chances of going out of state, but I do want to consider it. Below are a couple of questions if you could answer:

1) Do I have a chance of getting into UW Seattle as a Communications Major?
2) What other schools would you reccommend that is a great University, but also would fit
my prefences with financially and with my grade being so low.
3) I am retaking two classes, but would that help me when transferring?
4) How should I make my personal statement perfect to show them I am a great
candidate for their school?
5) I really want to go to one of the top 20 colleges, but is it possible especially with my
financial problems?
6) What could I do better?

I am working full time currently and also going to school right now, but I am working really hard into becoming a successful person for my future.
