my Weighted is high though relative to my graduating class

But my school doesn't report rank

the weighted and unweighted gpa appears on the transcript

My school had 114 National merit Commendeds this previous year and 23 semi finalists

Also students who get Cs in AP Classes still get 5s on AP tests

average SAT score is a 1700

it's a public school

The other problem is

the guidance counselors and teachers at my school never check "best of my career" or things along those lines because they aren't entirely positive

my school does send quite a few kids to top schools every year

What’s your question? If you are asking if you will be penalized the answer is no. If your WGPA is high in your class, even if they do not report rank, it will be evident to colleges. Particularly if they regularly send top students to top colleges. Obviously the colleges have figured it out.

Your school, in it’s profile, will give enough info for colleges to know where you rank. In addition, sounds like the top colleges know your school well–they understand the context of your GPA.
