Majors- Undecided or Not?

When applying to schools, it is better to apply with a decided major or go undecided. I hear arguements both for and against it. People say it's better go to undecided in the event you choose an impacted major, while other people tell me that it's better to choose so it makes you look decisive and know what you want to get out of college. They also say that going undecided shows that you're an open person and willing to try new things. I know that I want to major in something biology related or maybe even law, but mainly biology. All my interests (ECs, etc) show this interest and I wrote about my fondness for marine biology in my UC essay. So what should I do? And I'm applying to other schools than UCs so what should I do?

I couldn't find info for the other UCs, but I didn't look very hard. I'd put down the major, especially for the colleges outside the UC system.
