<p>It’s part of PASSHE, which is Pennsylvania’s “directional” system, although the name doesn’t really indicate that. It’s the best one among PASSHE. And of course there’s Penn State 2+2 system which complicates things when apprehending PASSHE. 
In any case although it’s the best among PASSHE schools it wouldn’t make any sense for OP.</p>
