Medical Withdrawal or Retroactive Withdrawal

A little bit of background info:

I had 6 surgeries since I started college in California. It been really hard for me to attending class and focus since September of last year til now I had 4 out of those 6 surgeries. I starting to raking up on Ws on my transcript. I have been told that these Ws will be hard to for to transfer and I should try to limit them as much as possible. The school counselors told me to do a Medical Withdrawal to have these Ws removes. I have been doing research on how to write a personal statement explaining my situation and the term Retroactive Withdrawal come up. Are both the same thing? Which one should I be petition for?

Please give me advice.

why not ask the school counselors?

We don’t even know the name of the school you attend, and it probably wouldn’t matter because I doubt anybody reading this forum would know the rules that apply to you. The counselors at your school should be pretty familiar with the procedures and rules.
