<p>Sorry, I don’t believe in Chances, but rather that students need to develop a realistic list of admissions and financial safety/match/reach schools. If you really want Chances there is a forum dedicated to that, the What are my Chances? forum. </p>

<p>The diversity fly in programs are great! Definitely take some time to read the threads. it looks like they aren’t updated, but they are updated by entomom, our moderator here.</p>

<p>My son was flown into several schools for free: Lehigh and MIT. (MIT has a special program called WISE, Weekend Immersion in Science and Engineering) You definitely might want to look at both those schools. The WISE program was <em>the</em> reason my son chose to attend MIT.</p>

<p>Keep working on your ACT score and gpa. You sound like an interesting candidate!</p>

<p>I’m also in Illinois. U of I is trying to attract more Hispanics, so you’re likely to get in. The Hispanics I know that attend have been given pretty generous scholarships too.</p>

<p>I have no familiarity with UI-UC admissions, and don’t doubt they are trying to increase their Hispanic enrollment, particularly for students with MA backgrounds. However, keep in mind that the OP is applying for Engineering, which has by far the highest admissions stats of the university:</p>
