My grades for freshmen year aren't very good, is it still possible?

So my grades for my freshman year (both semesters) had mostly Bs for semester averages with the few As I've achieved only being around the low 90s range. But I'm determined to work harder in the next 3 years of high school hopefully making it to the higher A ranges with no Bs at all. Gonna be hard work, I know.

Is it still possible to be part of the top 10% by senior year even though my grades are (considering that I'm aiming for the top of the food chain, school-wise) pretty bad?

Btw I was taking Pre-AP classes for freshman year so my average is still around 4.2-4.5. I've also been participating in clubs for school, around 4 clubs I think so my application for college in the "distant" future would look more attractive.
Please tell me your honest opinion or anything else that might help, I'm seriously gonna aim for the top!

More info:
In my high school, I think that the top juniors/seniors have around 4.9 gpa and they're competing by the hundrenths for the rankings. The valedictorians of 2011 had like a 4.95. I also want to become an IB candidate but with grades like mine, I'm losing confidence that I might even be considered as one; is it possible for them to choose me?
