My transfer chances

Im currently a freshman at osu and am trying to transfer into UIUC for the fall semester in 2013. I plan to submit an application in december before the march deadline. I am trying to get into chem eng in liberal arts and sciences. Here are my stats thatll probably be looked at since ill have under 30 credit hours

Act-29 (32 in math)
High school gpa~3.4
College gpa-3.27
Have applied before-rejected
9 AP's
Honors Engineering OSU

Im pretty sure my gpa will improve next semester as my classes are much easier so should i even bother submitting this application. Are my chances good enough to have a decent chance of getting into the school?

I would recommend you to apply. If you don’t apply you will never know. The Chemical Engineering program is ranked 9th in the nation. Compared to it’s other programs it’s not so highly ranked. This means it’s not in demand as say…CS or CompEng. You should put in a lot of effort to improve that GPA. If you show them a significant upward trend it will give them confidence in you and consequently improve your chances. Show them your motivated with numbers (grades) and with a very good essay. Best of luck.
