I was just wondering when AP notifies students about this award. Is it the day their scores become available?

I do not recall exactly when a notification was received (notice was certificate in the mail). But once you have your scores, you know if you made it or not. You will know if you have at least 8 exams with a 4 and an average of 4 on all AP exams taken.
My D got her certificate in the mail when school started. You will get it in plenty of time to list it on your app.
Most kids who are National AP Scholars never get to put it on a college app because they don’t find out until after they have graduated and have already picked a college to attend. To include it on a college app, you would need to have taken at least AP classes/tests by end of junior year.

My DD got certificate in September of her senior year, but you will know if you made it after AP scores will be released on or after July 5 if you met requirements.
Would it look bad to put National AP Scholar on a scholarship app if I can tell I would qualify on July 5? It’s a deadline issue here.
It is perfectly fine to put it on your application after you get your AP results. After that, it is just a formality.
You can always say “will be awarded in September” if you are submitting something in July and you know that your scores qualify.
I was thinking that you just say “expected” if you haven’t completed it at time of application. Mention the level you have completed like AP Scholar with distinction and say National AP Scholar expected on month/day/year.
