I am out of state for both and intend on majoring in engineering. The cost will be approximately the same. What are some pros and cons of both. Which is more prestigious. What does each school have to offer that the other may not.

I live in VA and VT is my top choice so I’m a little biased but I would go with VT. Have you considered visiting these schools?
I am familiar with VT, but I know that it is really hard to get in there for engineering. My friend had to list University Studies as his intended major and then declare engineering end of his sophomore year.
US News ranked undergrad engineering programs, VT no. 15; NC State no. 30. Definitely plan on visiting both.

If you’re going based on engineering programs, VT is definitely considered much more prestigious overall. But with that comes selective admissions for that school.
