So far I have decided to take 3 courses and 1 semiar:
Math 53
Chem 4A
Bio E 10
Bio E 24 - Seminar
Total: 13 units

I am also thinking that I should should clear one of the humanities (for COE) early on, and I was planning to take an AC course (Education 186 AC). However, it seems as though the additional humanities course will be too much for me in terms of workload and I won't have enough time to focus on chem and math.

So should I just take 13 units the first semester at Cal or go for the 17 units and clear my AC requirement?

If you’re going to be able to do summer school at some point, I’d say to go with the easier schedule. 4A may only be 4 units on your transcript, but getting an A in it will all but require that you put in two classes’ worth of effort.

My suggestion: Find some other interesting seminars and take them, or look into a very, very easy AC. I can’t comment on Education 186, but…

This is manageable. Although the lack of Chem C96 tells me that you are not in CoC, and thus you should avoid taking Chem 4A, but this is certainly do-able.
