Need some advice on choice of colleges

Hi all, I’m an international applicant from Malaysia and I need some help. I’ll be applying later this year, and as my parents’ funds are limited, I need about a 20 to 30% discount on tuition fees. I did quite well in the national test last year, as such I’m eligible to contend for some government scholarships. But it’s not easy, as the unis on their sponsorship lists are mostly ivy league and others of the same standard. For engineering, the unis that I may have a slight chance of admission are utexas austin, Georgia tech and ucsb. But I’m just going to apply to 2, so I need some help here to make the best choice.

I’ve taken the sat once and my scores are just so so, with a score of 2110, 740 in math, 710 in cr and 660 in writing.
I’ve been valedictorian in my school here and apart from that a few ecs that are not too spectacular, like winning some academic competitions at state level and representing the state in athletics.
Also I’m currently doing a levels and will finish next june.

So any advice? Feel free to chip in,I’m confused now.

A slightly higher SAT would put you in good shape for a number of these.

As for specific colleges, what is about UT Austin, Ga Tech and UCSB that you are interested in / makes you see them as good targets for you? esp UT Austin, which is tough on out of state (OOS) applicants.
