I don’t believe there are two books, just that the GC knows the SIs for all the top scorers. I saw the file a GC gets from the College Board reporting PSAT scores and SI is one of the fields. So a GC who is paying attention and has a lot of high scorers will know immediately what the cutoff is. The NM corp is so secretive I can’t imagine they actually put that in writing.
But why would it? GCs aren’t supposed to hand out the book of NMSF to anyone, so why on earth would NMSC send a packet with NMSF letters, a cover letter, and the NMSF names and then SEPARATELY send a book of state cutoffs? And why would they print a second book for fifty items that can be listed in a one page table?
ETA: sorry, forgot the two envelopes thing from @collegework’s post. So a THIRD envelope is floating around with a book of cutoffs? Seems like a waste of paper and time to me…

I have seen the booklet. (I believe last year.) As I recall is a bound (or stapled) white paper book. No hard cover.
That’s what’s great about CC - the diversity of opinions. Mine is that there are two books - or at the very least two sources of information.
It’s true that NM Corp. is “secretive” but if you call them and ask for cut-off info. they provide it. Call them 50 times, name 50 different states, and they will provide it. Their big concern is not looking elitist. Not keeping info. from everyone (although they certainly are ridiculously discrete).
Two books, one book, doesn’t matter. Here is what needs to happen: somebody in a state where the book(s) have already been received has got to either distract the GC long enough to stuff the book(s) into his/her pants and run, OR buy a black catsuit and beanie and sneak into the school tonight under cover of darkness.
Pick one.

Also, it simply doesn’t matter what NMSC provides to the schools. At this stage of the game, the only way to get cut-off info. quickly is to crowd-source.
