Non U.S. Citizen harder to get in?

<p>I just want to know if it is harder for Non-U.S citizens's to get in?
cuz a friend of mine mentioned it once, but he wasn't sure if its all noncitizens or just international students
I'll be applying as a permanent resident, non international student.</p>

<p>Permanent residents are counted in the domestic pool so I'm pretty sure you won't be at a disadvantage</p>
